The infrastructure for AI agent payments is materializing fast. In six weeks, three competing protocols launched, the first regulated agent transaction cleared a bank, and NIST stepped in to start writing the rules. Here are the five developments that matter most.
x402 Becomes a Linux Foundation Standard
On April 2, Coinbase transferred the x402 protocol to the Linux Foundation, giving the internet's newest payment standard a vendor-neutral home. The x402 Foundation launched with 22 founding members including AWS, Google, Microsoft, Visa, Mastercard, and Stripe. The protocol revives HTTP status code 402 to let AI agents pay for API calls and digital services in stablecoins as part of a normal web request. The Linux Foundation transfer signals institutional commitment to agentic payments as infrastructure, not a niche crypto experiment.

Stripe and Tempo Launch the Machine Payments Protocol
On March 18, Stripe and crypto startup Tempo unveiled the Machine Payments Protocol, an open standard that lets AI agents transact autonomously using both fiat currency and stablecoins. Where x402 settles each transaction individually on-chain, MPP batches payments within sessions, reducing overhead for high-frequency agent interactions. Visa immediately extended MPP with a card-based specification and access to its Trusted Agent Protocol, bridging crypto-native and fiat payment systems.

Santander and Mastercard Complete Europe's First Regulated AI Agent Payment
In March 2026, Banco Santander and Mastercard completed Europe's first live payment executed by an AI agent within a regulated banking framework. The transaction ran through Santander's actual payments infrastructure using Mastercard's Agent Pay program. Mastercard followed up with "Verifiable Intent," an open-source framework that creates tamper-resistant records linking consumer identity, instructions, and transaction outcomes into a cryptographic audit trail.

NIST Launches the AI Agent Standards Initiative
On February 17, NIST launched the AI Agent Standards Initiative targeting AI systems capable of autonomous actions. The initiative addresses a critical gap: current frameworks like the NIST AI RMF 1.0 and the EU AI Act were designed before autonomous, tool-calling agent systems existed. None adequately address multi-level authorization, agent-to-agent delegation, or the audit requirements of systems that operate independently.

Enterprise Agent Sprawl Outpaces Governance
Research published April 13 by OutSystems found that 96% of organizations are already using AI agents, yet nearly all worry that agent sprawl is increasing complexity and security risk. Few have implemented a centralized platform to manage it. A separate Cloud Security Alliance report found that most large-enterprise CISOs lack full visibility into AI agent identities operating within their organizations. The agents are in production. The rules are still being written.
